At the same time, power users also put forward higher requirements for the service quality of power supply enterprises. As the external window of power supply enterprises, the management level of power consumption departments directly reflects the service quality of power supply enterprises. In recent years, in order to improve their own management level and service quality, the power consumption Department has carried out a series of reforms in power consumption management, such as meter reading with meter reader, remote automatic meter reading, bank collection of electricity charges, etc. At the same time, the state has strengthened the transformation of urban and rural electricity and the transformation of one meter per household. The number of users has soared from tens of thousands to hundreds of thousands. The single power consumption management information system originally designed using a small database management system can no longer meet the needs of modern electricity charge management and the requirements of ultra large data calculation. In view of this, it is imperative to use the more advanced program development tools and large-scale database management system, and adopt the client/server structure technology to redesign and develop the power management information system. This paper focuses on the design and development of the electricity charge management system, which is the core part of the electricity management information system

1 demand analysis

according to the needs of modern power supply enterprises, especially the characteristics of electricity charge management, combined with the actual situation of electricity departments, the following problems should be solved in the new electricity charge management information system

1.1 the operation is simple and flexible, and the calculation is fast and accurate

the electricity charge management is mainly to copy the user's electricity consumption on time, calculate and review the electricity charge strictly and accurately according to the national electricity price policy, and timely recover and turn in, while providing customers with high-quality electricity service. Therefore, the new electricity charge management information system should be able to free the staff from a large number of cumbersome calculation and review work, master its operation in the shortest time, and quickly and accurately calculate the electricity charge of power users, so that more manpower can be invested in the work of developing the market and providing high-quality services

1.2 it has a variety of data import and export functions

in order to improve the management level and work efficiency of power consumption, power supply enterprises have mostly adopted new meter reading methods, such as meter reading by meter reader and remote meter reading, in view of the characteristics of many urban power users, large amount of meter reading and data input, and high accuracy of input data. In order to facilitate users and improve service quality, residential households mainly pay electricity fees by means of electricity savings, that is, users pay electricity fees in the form of savings at the bank savings office designated by the power supply enterprise. The bank transfers the electricity fees of the current month to the power supply enterprise according to the electricity fees payable by users provided by the power supply enterprise every month. This requires that the new management system can provide a variety of data import and export functions to meet the needs of the modernization of power management

2 development of management information system

oracle8.0 is used as the background database for system development, and powerbuilder6.5 (PB6.5 for short) is used as the development tool of management information system. Oracle8.0 is a large relational database based on advanced structured query language (SQL). It is one of the most popular databases with client/server architecture at present. PB6.5 is positioned as a C/S structure application development tool, which will directly affect the service life and safety of furniture. It provides a way to write event driven applications in an object-oriented manner, and has a good data interface with Oracle 8.0 and other databases, which has a wider range of adaptability than most other C/s structure tools

2.2 organic input and management of system data
